Online casino gambling started its journey to legalization in the US in 2011 when each state was given the permission to regulate online casino gambling. That year, the states of New York and Illinois were allowed by the Department of Justice (DOJ) to sell lottery tickets online. However, online casino gaming continues to be unregulated in most states, with the majority of efforts for legalizing gambling activities being focused on mobile sports betting.
Since the PASPA Act was overturned in 2018, online sports betting has become legal in more than 34 states, with others also working on introducing a legal system for mobile sports wagers. However, online casino gambling is currently legal in just a few states, with some of them having strict limits on the forms of legal gambling that state residents can enjoy.
In December 2011, Nevada also ed the Garden State in legalizing online casino games, but the only form that was allowed was online poker. It took the Silver State more than a year to launch its first operational poker website, but now the market enjoys more than a decade of legal operation.
Delaware legalized online casino operations in 2012, becoming the second state to legalize online casino games. Despite having a fully operational iGaming industry for over a decade, the Diamond State has issued permission for the operation of only three casino sites.
In 2017, Pennsylvania also introduced legal online casino gaming to its residents, with the Keystone State implementing a regulatory framework to combat black-market gambling and also increase its tax revenue. Taxes imposed on online casino gambling in Pennsylvania are rather high, with slots revenue being taxed at a 54% rate, while wins on table games are taxed at 14%.
The next state to the online casino legalization in the US was Michigan, which introduced a legal framework for online casino gambling in 2019. Just two years after the state introduced legal online casino gaming, it generated $1.40 billion from online casinos operating in the Wolverine State. Michigan has licensed the operations of 15 online casinos but it may add even more brands to the list of licensed casino sites as online casino gaming generates the bulk of the state’s total gaming revenue.
In 2021, Connecticut also ed the rest of the states that have legalized online casino gambling along with online poker, retail, and online sports betting. The two tribal casinos operating in Connecticut have also been authorized to offer all online and land-based gambling forms that have been legalized in the Constitution State.

New Jersey’s overall online gaming industry, which includes online casinos, sports betting, and online poker is considered the biggest iGaming sector in the states. Each month, the New Jersey Division of Gaming Enforcement is providing official iGaming revenue reports for all eight licensed online casio operators.
In January 2023, the total online casino revenue reported by the eight online casino licensees in New Jersey amounted to $152.9 million. Compared to $137.8 million collected in January 2022, the January 2023 figures reflected a 10.9% year-over-year growth. The total Internet gross revenue tax that was paid for that month was $22.9 million.

For the year ended August 31, 2023, the state of New Jersey reported total gaming revenue of $3.8 billion. Meanwhile, the total online casino revenue generated by the eight licensed Internet gaming providers for the year ended August 2023, amounted to $1.2 billion. The data for March 2023 show that the three online casinos, which recorded the highest online gaming revenues for the month were:
- Resorts Digital, recording online casino revenue of $44.9 million
- Borgata reported Internet wins of $43.9 million for March 2023
- Golden Nugget with Internet wins of $42.7 million
April 2023 Internet Win numbers revealed that the three Atlantic City online casinos that showed the best performance were:

Online Gaming Revenue in Nevada 1a41r
While Nevada was one of the first states to introduce legal online gaming, the only form of interactive gaming it has licensed is online poker. Up until February 2015, the Nevada Gaming Control Board (NGCB) was publishing data on interactive poker revenue in its monthly GGR reports. However, at the beginning of 2015, the state’s gaming regulator decided to stop reporting online poker revenue numbers as the condition of at least three separate licensees reporting online poker revenue each month was no longer met.
In 2013, the Silver State marked the start of legal online poker but it took the state’s regulator almost a year before it could publish official revenue numbers as there was a requirement that the monthly revenue data must include the online poker wins amassed by at least three operators. In February 2014, Real Gaming ed Ultimate Poker and WSOP.com, meeting the regulator’s requirement for publishing official data on online poker revenue in Nevada. Unfortunately, in February 2015, the number of active online poker operators was reduced once again as Ultimate Poker shut down its online poker room in Nevada. This forced the NGCB to stop including interactive poker revenue numbers in its monthly revenue reports.
The only official data we can use to determine the way online poker revenue was contributing to the Silver State’s GGR growth is to compare the interactive poker revenue figures published by the NGCB between February 2014 and November 2015. What is more, we can take into the NGCB’s estimates of $7.7 million being generated between the launch of online poker in 2013 and January 2014. After making month-over-month estimations, we get that the change generated in December 2013 and January 2014 was roughly about $2.05 million.
Currently, WSOP.com holds a monopoly over online poker operations in Nevada, as it has remained the only licensee offering interactive poker in the Silver State. That means that the NGCB continues to exclude interactive poker from its monthly gaming revenue reports. Unfortunately, there is no clear indication of new operators entering the Nevada online poker market any time soon, which means that the condition of basing revenue on the operations of at least three online poker operators may not be met soon.

At the moment of writing this article, the Delaware Lottery has published official revenue numbers up until August 2023. Despite that, we can take a look at the first eight months of 2023 to conclude that while moving at a slow pace, the online casino industry of Delaware is showing some year-over-year growth, which means that this sector has a somewhat significant role in the Diamond State’s total GGR growth.

In January 2023, the biggest contributor out of the three licensed online casinos in Delaware was Delaware Park with iGaming revenue of $433,104.
In February 2023, Delaware Park was again the biggest contributor to Delaware’s online casino revenue generated for that month, ing for about 42.9% of the total interactive gambling revenue of the Diamond State for the second month of 2023.
In March 2023, there was a new top performer when it came to online casino revenue generated from the three online gaming operators in Delaware, with Bally’s Dover taking the lead with a revenue of $555,565.
April’s top performer with the highest revenue generated from online casino operations in Delaware was yet again Bally’s Dover, with revenue of $457,240.
In May 2023, there was a clear top performer among the three online casinos licensed to operate in Delaware. With iGaming revenue of $509,183, Delaware Park ed for 41.3% of the total online casino revenue in the Diamond State for May 2023.
In the month of June, Bally’s Dover took back its first place as the biggest revenue contributor for that month. With iGaming revenue of $451,137, the operator was responsible for 39.4% of the Delaware State’s total online casino revenue.
In July 2023, there was yet again a change in the top performer for the month, with Delaware Park becoming the online casino operator who had the biggest contribution to the total online gaming revenue in the Diamond State in July.
In August 2023, Delaware Park enjoyed a second consecutive month of being the online casino, which generated the highest revenue among the three online casino licenses in Delaware. With iGaming revenue of $488,308, it represented 44.1% of the whole iGaming market in the diamond state in August.

Every month, the Gaming Control Board of Pennsylvania updates its revenue reports, adding the official figures for each month of the current fiscal year. The Keystone State has decided to start each fiscal year with the month of July and end the period in June. At the moment of writing this article, there is a full revenue report on the fiscal 2022/2023 year, which includes the figures reported by online casinos between July 2022 and June 2023. There have also been reports for July 2023 and August 2023, which are the two first months of fiscal 2023/2024.
The fiscal 2022/2023 year started with July 2022, during which the licensed online casino operators in Pennsylvania generated interactive gambling revenue of $98.6 million, marking a 11.2% year-over-year growth compared to $88.7 million generated in July 2021.

For the months comprising the fiscal 2022/2023 year, there were several definite top performers when it came to generating the highest online casino revenue in Pennsylvania each month. The total revenue for the year ended June 2023 amounted to $139 million, which indicated a 61.3% increase compared to the total revenue of $86.2 million generated by online casinos for fiscal 2021/2022. There has also been a serious increase in taxes collected from online casino operations, with FY 2022/2023 numbers reaching $20.8 million, while taxes for the same period in 2021/2022 amounted to $12.9 million. The net profit of online casinos in West Virginia also increased from $11 million in fiscal 2021/2022 to $17.7 million in fiscal 2022/2023.

In January, the online gaming industry in West Virginia enjoyed a strong start to the calendar year 2023. The leading operators who enjoyed the biggest online casino revenue for that month was Greenbrier who enjoyed combined revenue of $1503 million thanks to its partners BetMGM Sportsbook WV and FanDuel Casino WV.
Hollywood Charles Town came second, generating $3.9 million in online gaming revenue thanks to its main apps DraftKings Casino WV and PointsBet Casino WV. In February 2023, the top online gaming revenue contributor remained Charles Town, which reported revenue of $6.4 million, generated through the operations of BetMGM Sportsbook WV and FanDuel Casino WV. Meanwhile, Charles Town remained second-best in generating online gaming revenue, with brands like DraftKings Casino WV and PointsBet Casino WV helping the operator report collective online gaming revenue of about $4.5 million. BetRivers WV and Caesars Casino WV managed to bring Mountaineer Casino revenue of nearly $1.5 million, ranking it third among all three online casino operators.
While being in constant competition with each other, Greenbrier and Hollywood Charles Town continued to generate somewhat similar revenue numbers, with the latter taking the first place in April. Hollywood Charles Town managed to generate the biggest revenue for the month thanks to its main apps DraftKings Casino WV and PointsBet Casino WV, which brought the operator revenue of $5.2 million. In the end of June, a new online casino brand entered West Virginia’s iGaming sector, with WynnBet launched its online casino in West Virginia through a partnership with Mardi Gras Casino. Through the first eight days of July 2023, WynnBet reported a total wagered amount of $2.4 million, revenue of $133.292, and taxes amounting to $19,993.
